Applicable regulations
Ministry of Environment / SEA guideline for applying D.S. No. 38/11 MMA to wind farm projects (area of influence, turbine sound power, prediction and monitoring models). For shadow flicker, the SEA has indicated that no specific national standard or guideline currently exists, so the risk to public health is assessed under Article 11 of Law No. 19,300, using international technical standards as reference (for example, German guidelines on permissible shadow hours).

Noise propagation modeling for the wind turbines; estimation of projected shadow flicker hours on sensitive receptors based on turbine location, height, and orientation; comparison of both results against the criteria and references described above.
Deliverables
Acoustic and shadow flicker prediction report, including isophone maps and shadow-hour maps per receptor, suitable for the project’s environmental filing.

Frequently asked questions
Are noise and shadow flicker assessed together, or are they separate studies?
While both studies (noise and shadow flicker) depend on the location and operation of the wind turbines, they are separate studies since they involve different types of impact.
What happens if there’s no Chilean standard for shadow flicker?
Since no specific national standard exists, we assess the risk under Article 11 of Law No. 19,300, using international guidelines (such as the German standard) on permissible shadow hours as technical reference.
Does the study apply to both environmental assessment and operation?
Yes, it applies both for SEIA submission and for verifying compliance of a wind farm already in operation.
What project data do you need for the study?
